Defaults are not a purchased service allowance
Environment and route configuration can change limits. Buckets use the identity rules of their limiter; they are not a promise of one independent allowance per endpoint or device.
On HTTP 429, inspect Retry-After and the returned safe code. Delay with bounded backoff and jitter instead of retrying immediately. Do not retry a denied credential or ownership error as though it were rate limiting.
